ARCHIVED - Murcia regional government publishes decree prohibiting social interaction in the BORM
The decree prohibits any social gathering outside of the immediate domestic household bubble
Following the announcement last night that the Murcian regional Government would be prohibiting social interaction outside of the immediate family bubble, the BORM has published confirmation of the decree.
The decree was published on Thursday afternoon as an addendum to the BORM (click here for original text), and has entered into force from this afternoon onwards.
The original text is lengthy and details all of the decrees, justifying why this decision has been made, confirming that only groups of people living together may meet in both private and public spaces.
Only informal, non-regulated social, family and recreational gatherings are allowed, made up of people who belong to the same nucleus or coexistence group, regardless of whether they take place in the public or private sphere and both in closed premises, vehicles or outdoors.
Exceptions are:
People who live alone, who may be part of a single extended coexistence unit.
The reunion of minors with their parents, in the event that they do not live at the same address.
The meeting of people within a marriage or partner relationship when they live at different addresses.
Meeting for the care, attention or accompaniment of minors, elderly or dependents, with disabilities or especially vulnerable.
The limitation provided for in this article will not be applicable to labor and institutional activities or those for which specific measures are established in the applicable regulations.
This decree will be in force until January 28, 2021 at 00:00, although it could be extended or modified depending on the evolution of the epidemiological situation.
Extracts from the BORM text (roughly translated): ”Despite the agreed measures, this week the situation has been overwhelmed with an exponential increase in the number of cases, registering two historical records in the Region of Murcia with 1,807 cases and 2,072 cases on January 11 and 12, respectively.
Likewise, the report reflects the incidence rate to date January 12, 2021 of 653.9 cases / 100,000 inhabitants in the last 7 days and 937.9 cases / 100,000 inhabitants in the last 14 days.
In addition, we are at a Phase 2 level of care risk with 532 admissions to date 12 January and 92 patients admitted to the ICU; this supposes that without sharply reducing the incidence the health system could collapse in the next few weeks.
System overload is further aggravated by the extremely tired situation of health professionals, especially those of specialized care dedicated to the care of patients COVID-19 admitted who have barely been able to decrease their activity since start of the second pandemic wave in the Region at the end of last summer.
These data imply that the regional health alert level is extreme. All these circumstances and especially the speed with which the virus is spreading and the fact that it is likely that case numbers have not reached their peak, as a result of the family and social celebrations of the Christmas period, makes it necessary to temporarily adopt urgent additional measures, in order to halt the advance of the virus and avoid the aforementioned overflow of the public health system, compromising, even more, the normal functioning of this essential service.
In addition to maintaining the limitation to mobility in all those municipalities which are at an extreme alert level, it is considered essential, under the aforementioned Royal Decree 926/2020, of October 25, to temporarily adopt an additional measure that minimizes social interaction, such as the limitation or restriction of informal group meetings of a social, family or recreational nature, in any public or private space and both indoors and outdoors, except in certain cases of exception provided for in article 4 of this Decree.
These assumptions allow an extension of the concept of nucleus or group of coexistence. This measure, which will suspend the validity of Article 4 of the aforementioned Decree of the President No. 11/2020, as long as this remains in force, is adopted under article 7 of Royal Decree 926/2020, of 25 October, which establishes the possibility of limiting the permanence of groups of people in public and private spaces and this in relation to article 10 that allows delegated competent authorities to modulate or make these measures in attention to the specific epidemiological situation of each territory. “
